no more notice of reaching lvl 200

now that more people donate there's is a crazy amount of notices and its kinda getting stupid and i don't think any really cares that someone reached 200 and when your in the cs o all u see is so and so reach lvl 200 ans u cant really browse the cs without hitting okay a billion times so therefore i think that notice should be removed thank you Andrew very much.
